고려 전기 宋人의 이주와 등용정책 변화
송인은 고려와 송의 비교적 우호적인 외교 관계 속에서 자유롭게 왕래하였다. 고려 초기 五代 문사를 비롯한 송인의 고려 유입은 고려 전기에 집중적으로 분포 한다. 송인의 이주는 고려의 대내외적 정세에 영향을 받았으며, 주로 고려 정계 에서 관직을 역임하였기 때문에 다른 외국인 사례에 비해 고려 내부 정계 사정에 따라 활동에 제약이 있었다. 그럼에도 불구하고 비교적 꾸준하게 왔는데, 주로 文士, 進士 등의 지식인층에서 관직을 구한다는 명확한 목적으로 오는 경우가 있 었고, 고려에서도 새로운 지식인에 대한 수요를 채우기 위해 이들을 적극적으로 활용하였다. 송인의 고려 정착에는 고려와 송의 양국 간 허가 절차가 뒤따랐으 며, 초기 정착과정을 담당하는 관서는 禮賓省이었다. 고려 초기에는 이들에게 높은 관직을 제수하고 田宅 등 경제적 지원으로 후대 하며 송인의 고려 정착을 적극적으로 도왔다. 그러나 고려 정계 내부적으로 投化 宋人에 대한 지나친 우대를 비판하는 분위기가 형성되고, 대외적으로 거란과의 갈등이 심화되면서 점차 이들을 수용하는 정책이 정비되기 시작하였다. 송인의 고려 수용에는 ‘능력’을 기준으로 하였다. 특히 문종대 이후 고려에 온 송인은 대 부분 시험을 통해 관료가 될 수 있었는데, 별도로 시험하였던 것이 고려의 과거 제 운용 안에서 이루어졌다. 게다가 고려 초기에는 국왕의 특전으로 단번에 고위 직을 역임할 수 있었지만, 시간이 흐름에 따라 과거 시험에 합격하여 고려인과 마찬가지로 낮은 초입사직부터 시작하여야 하였다. 고려에 정착한 송인은 投化宋人, 投化官吏 등으로 불리며 고려 사회에서 ‘投 化人’이라는 존재로 특징지어졌다. 投化宋人은 주로 관직 생활을 하며 고려인과 같은 행정체계가 적용되었다. 이들은 문종대 이후 일반적인 고려 관인과 마찬가 지로 9품직의 초입사직을 제수받으면서 관직 생활을 시작하였고, 고려의 관직 승 진 절차에 따라 관직을 역임하며 고려 사회에서 살아갔다.
Changes in Immigration and Recruitment Policies of Sung Dynasty's People in the early Goryeo Period
Sung Dynasty's people freely traveled between Goryeo and Sung in relatively friendly diplomatic relations. Their inflow into Goryeo was concentrated in the early Goryeo Dynasty. Compared to other foreign cases, they had restrictions on their activities depending on the political situation within Goryeo. However, they have consistently come for the clear purpose of seeking government office among intellectuals. The settlement of Sung Dynasty's people in Goryeo was followed by a permit procedure between the two countries of Goryeo and Song, and the government office in charge of the initial settlement process was Yebinsong[禮賓省]. In the early Goryeo Dynasty, Sung Dynasty's people were given high government posts and given preferential treatment with economic support such as home and land. However, as an atmosphere of criticizing excessive preferential treatment against them was formed internally in Goryeo politics, and conflicts with Khitan intensified externally, policies to accommodate them gradually began to be reorganized. In the early Goryeo Dynasty, they were able to serve as high-ranking positions at once due to the king's privilege, but over time, they passed the past examination and had to start with a low first-time job like the Goryeo people.
